This Regional Government client leases buildings to other regional entities and provides maintenance workers to staff those buildings.
Client's Challenge
Some of the maintenance workers have raised complaints in regards to pay disparity between different facilities and the Regional Government needed to determine if the complains are warranted and what changes need to be made. Furthermore, management guesses that current maintenance resources might not be fully utilized – this suspicion needed to be tested and more effective distribution of resources needed to be demonstrated.
StraNexus' Approach
In order to make a judgement on a more effective role distribution, unbiased data was needed. To obtain this data, the following was done:
- A work sampling study was carried out to gain a better understanding of what the maintainers were doing at random snapshots during their shifts for a period of 4 weeks.
- To evaluate validity of employee complaints in regards to pay disparity, the work sampling study also captured information about level of expertise required for witnessed tasks and the associated working conditions.
- After all the information was gathered and analyzed, a plan for resource restructuring was put together and a 3 day pilot was carried out to see if service levels would be effected if the new plan was implemented.
Results
The outcomes of the project included:
- Cost savings from an 18% reduction in the maintenance workforce without impact to service levels
- Resolution of pay disparity complains with buy-in from management, workers, and the union
- Improved relations between the Regional Government and building tenants through changes to communication channels
- Improved relations between maintenance workers and management through opened communication channels
